1, The administration of the Off-Base Housing Project shall be transferred from the National Housing Authority (NHA) to the Armed Forces of the Philippines, as represented by the Philippine Army. 2. As the designated administrator of the proclaimed area, the PAr AFP is hereby directed and authorized to directly oversee and fast track through appropriate project schemes and contractual arrangementsr subject to existing lawsr rules and regu.iations, the implementation and development of the Off-Base Housing Project. . 3.. The PA, AFP shall formulate a budget to implement this Proclamation takIng Into account th'e: fUnding reqUirement for Various activities to be undertaken in connection hereof. The AFP is authorized to provide the corresponding funds for the site developmental cost arid other logistical requirents of this project. 4. The DENR shall be the lead agency responsible for the disposition of the Off-Base Housing Site, pursuant to Republic Act 730, in relation to the pertinent provisions of Commonwealth Act 141 or the Public Land Act, as amended, subject to private rights, if any there be, and to final survey. Further, the DENR shall prepare a Special Patent for the 200-hectaresproclaimed site In favor of the PA, AFP.' . 5. The tie line as provided for in Proclamation No. 1033 is hereby corrected and should read as follows: Begir]ning at point marked "1" on plan! being S 67 deg 46' E, 2368.55 meters from BLLM No.1, PLS 378 (NG-130). 6.
