WHEREAS, Friday, March 31, 2006, marks the Charter Day anniversary of the City of Sipalay, Negros Occidental; WHEREAS, it is but fitting and proper,that the peopl~ of the City of Sipalay be given full opportunity to celebrate this milestone in their city's history with appropriate ceremonies. NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Friday, March 31, 2006, as special (non-working) day in the City of Sipalay, Negros Occidental.
