[ Proclamation No. 1051, July 26, 1972 ]

CALLING THE CONGRESS OF THE PHILIPPINES TO AN EIGHTH SPECIAL SESSION.

WHEREAS, the public interest requires that the Congress of the Philippines be convened anew in another special session in order to consider legislative measures of urgent nature;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines by virtue of the powers vested in me by the Constitution, do hereby call the Congress of the Philippines to an Eighth Special Session for such number of days as may be necessary not exceeding thirty (30) days commencing immediately upon adjournment of the current Seventh Special Session, to consider such subjects as the members may deem and/or such subjects as I may certify as urgent for enactment, to include the following:

H. No. 4900	AN ACT APPROPRIATING FUNDS FOR THE OPERATION OF THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES DURING THE PERIOD FROM JULY FIRST, NINETEEN HUNDRED SEVENTY-TWO TO JUNE THIRTIETH, NINETEEN HUNDRED SEVENTY-THREE AND FOR OTHER PURPOSES.
H. No. 4542	AN ACT TO REVISE THE TARIFF AND CUSTOMS CODE OF THE PHILIPPINES.
H. No. 3369	AN ACT TO UNDERTAKE AN INTEGRATED FLOOD CONTROL AND DRAINAGE PROGRAM FOR THE GREATER MANILA AREA AND PUBLIC WORKS PROJECTS IN OTHER CITIES AND MUNICIPALITIES AND TO PROVIDE SOURCES OF FUNDS THEREFOR.
H. No. 4239	AN ACT PROVIDING MEASURES FOR MODERATING TYPHOONS BY REDUCING MINIMIZING THEIR DESTRUCTIVE INTENSITY, APPROPRIATING FUNDS THEREFOR.
H. No. 1888	AN ACT APPROPRIATING FUNDS FOR PUBLIC WORKS, SYNCHRONIZING THE SAME WITH PREVIOUS PUBLIC WORKS APPROPRIATIONS.

S. No. 878	AN ACT TO DEVELOP AN ORGANIZED GRAINS INDUSTRY, CREATE THE NATIONAL GRAINS INDUSTRY DEVELOPMENT COUNCIL AND THE NATIONAL GRAINS ADMINISTRATION, AND PROVIDE FUNDS THEREFOR.
H. No. 4850	AN ACT AMENDING THE FIRST PARAGRAPH OF SECTION ONE AND SIX OF ACT NUMBERED THIRTY-FIVE HUNDRED AS AMENDED.
H. No. 1995	AN ACT AMENDING CERTAIN SECTION/PARTS OF REPUBLIC ACT NUMBERED NINETEEN HUNDRED THIRTY-SEVEN AS AMENDED, TO PROVIDE ADDITIONAL FUNDS FOR PORTWORKS EXPENDITURES.
H. No. 4823	AN ACT AMENDING SUBPARAGRAPH (c) OF SECTION ONE HUNDRED FORTY-TWO OF COMMONWEALTH ACT NUMBERED FOUR HUNDRED SIXTY-SIX, OTHERWISE KNOWN AS THE NATIONAL INTERNAL REVENUE CODE, AS AMENDED, TO PROVIDE MEANS FOR INCREASING THE HIGHWAY SPECIAL FUND AND THE FUND ESTABLISHED UNDER SECTION THREE OF REPUBLIC ACT NUMBERED ONE THOUSAND FOUR HUNDRED AND THIRTY FIVE.
H. No. 5081	AN ACT REVISING THE PHILIPPINE HIGHWAY ACT OF NINETEEN HUNDRED FIFTY-THREE.
H. No. 5167	AN ACT AMENDING SUB-PARAGRAPH (3) AND (4), PARAGRAPH 8, SECTION ONE HUNDRED AND THIRTY-SEVEN OF COMMONWEALTH ACT NUMBERED FOUR HUNDRED AND SIXTY-SIX, AS AMENDED.
H. No. 5168	AN ACT AMENDING CERTAIN PROVISIONS OF THE NATIONAL INTERNAL REVENUE CODE, AS AMENDED (re specific tax on distilled spirits etc.)

Further, I hereby certify, pursuant to the provisions of Article VI, Sections 9 and 21(2) of the Constitution, to the necessity of the immediate enactment of the above-entitled bills.

All persons entitled to sit as members of the Congress of the Philippines are requested to take notice of this proclamation.
