"'n BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 1099 RESERVING FOR LAGUINDINGAN RELOCATION SITE PURPOSES CERTAIN PORTION OF THE PUBLIC DOMAIN SITUATED IN THE BARRIO OF TUBA]ON, MUNICIPALITY OF LAGUTNDINGAN, PROVINCE OF MISAMIS ORIENTAL ISLAND OF MINDANAO By virtue of the powers vested in me by Law, I, GLORIA MACAPAGAL- ARROYO, President of the Republic of the Philippines and upon the recommendation of the Secretary of the Department of Environment and Natural Resources, do hereby set aside and proclaim, subject to private rights, if there be any, ceftain parcel of the public domain of Laguindingan, Misamis Oriental for relocation site purposes for the inhabitants of Laguindingan, Misamis Oriental who were displaced by the establishment or creation of the Laguidingan International Airport as shown and described in C.R. The administration and management of the area covered by the reservation shall be under the Local Government Unit of Laguindingan, Misamis Oriental in coordination with the Department of Environment and Natural Resources,. and any development activity therein shall have minimal effect to the ecosystem. For this purpose a five-year development plan shall be submitted to the Office of the president of the Republic of the Philippines, within one (1) year from approval hereof, furnishing the Department of Environment and Natural Resources through the Forest Management Bureau a copy thereof.
