• MALACANANG Manila' BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO.llDS CREATING AND DESIGNATING A BUILDING TO BE KNOWN AS INSULAR LIFE BUILDING WHICH STANDS ON THREE PARCELS OF LAND LOCATED AT 6781 AYALA AVENUE CORNER PASEO DE ROXAS, MAKATI CITY, AS AN INFORMATION TECHNOLOGY CENTER PURSUANT TO REPUBLIC ACT NO. 7916 AS AMENDED BY REPUBLIC ACT NO. 8748 Pursuant to the powers vested in me under Republic Act No. 7916, otherwise known as the Special Economic Zone Act of 1995 as amended by Republic Act No. 8748 and upon recommendation of the Board of Directors of the Philippine Economic Zone Authority, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby create and designate, subject to the provisions of Republic Act No. 7916 as amended, its Implementing Rules and Regulations, Resolution No, 00-411 dated 29 December 2000 and Resolution No. 05-247 dated 28 July 2005 of the Board of Directors of the Philippine Economic Zone Authority, the Insular Life Building as an Information Technology Center which stands on three parcels of land of the private domain located at 6781 Ayala Avenue Corner Paseo De Roxas, Makati City, containing an aggregate area of THREE THOUSAND EIGHT HUNDRED TWENTY SIX (3,826) SQUARE METERS, more or less, as defined by the following technical description: "LOT 11 BLOCK 3 TCT NO. 69280 A parcel of land (Lot 11, Block 3, of the subdivision plan (LRC) Psd- 6132, being a portion of Block C, of plan (LRC) Psd-5812, LRC (GLRO) Record No. 2029), situated in the Municipality of Makati, Province of Rizal.
