MALACANAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 1106 DECLARING THE YEARS 2015 TO 2024 AS CIVIL REGISTRATION AND VITAL STATISTICS DECADE WHEREAS, Commonwealth Act (CA) No. 3753 (s. 1930) or the "Law on Registry of Civil Status" established the system of civil registration in the Philippines; WHEREAS, CA No. 3753 upholds the continuous and compulsory recording of births, deaths, marriages, and other acts and events concerning the civil status of persons; WHEREAS, the Philippines values the importance of civil registry documents to establish identity and civil . status, supports universal civil registration, and commits itself to producing accurate, complete and updated vital statistics; WHEREAS, Article 6 (e) of Republic Act (RA) No.1 0625 or the "Philippine Statistical Act of 2013" mandates the Philippine Statistics Authority (PSA) to carry out, enforce and administer civil registration functions in the country; WHEREAS, the United Nations Economic and Social Commission for Asia and the Pacific Resolution 69/15 entitled "Implementing the Outcome of the High­ level Meeting on the Improvement of Civil Registration and Vital Statistics in Asia and the Pacific," provides that all civil registration and vital statistics improvement activities in the region shall include and engage all relevant government entities responsible for health, civil registration and statistics; and WHEREAS, during the Ministerial Conference on Civil Registration and Vital Statistics in Asia and the Pacific on November 2014, participants agreed to adopt the Ministerial Declaration to "Get everyone in the picture" in Asia and the Pacific and to declare the years 2015-2024 as the "Asian and Pacific Civil Registration and Vital Statistics Decade, for 2015 to 2024." NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the years 2015 to 2024 as Civil Registration and Vital Statistics Decade. THE PRESIDENT OF THE PHILIPPINES PNOY017871 All agencies and instrumentalities of the National Government and local government units, including government-owned or -controlled corporations, in consultation with the private sector, development partners and the citizenry, are hereby enjoined to actively support all activities and programs relevant to the "Get every Pin~y and Pinay in the Picture!" initiative.
