BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO.1112 YEAR AS KINDNESS TO DECLARING October ANIMALS DAY 4 OF EACH WHEREAS, it is for the good of the nation to develop in the hearts and minds of the people a sense of obligation to every animal who help and serve mankind; WHEREAS, it is necessary to impress upon the citizenry the virtues of kindness, justice and mercy to all living creatures so they will abhor all forms of cruelty to both men and animals; WHEREAS, the World Society for the Protection of Animals has designated the Fourth Day of October as World Day of Kindness to Animals; NOW, THEREFORE, I, GLORIA MACAPAGAL ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim the 4th day of October of each year as Kindness to Animals Day. I call upon all citizens and residents of the Philippines, government officials and employees, public and private schools, churches and civic organizations to observe the same with appropriate programs and ceremonies to the end that all people may develop attitude and habits of kindness to all living creatures.
