BY THE PRESIDENT OF THE PHILIPPINES

PROCLAMATION NO. 114

DECLARING THE MONTH OF OCTOBER 2001 AND OCTOBER EVERY YEAR THEREAFTER AS LOCAL GOVERNMENT MONTH

WHEREAS, Republic Act No. 7160, known as “The Local Government Code of 1991” was signed into law by President Corazon C. Aquino on October 10, 1991;

WHEREAS, the aforesaid law empowered more than 42,000 local government units all over the country by squarely placing them as frontline institutions responsible for development at the local level and providing them with fiscal autonomy to implement the same;

WHEREAS, local government units are given an independent hand in revenue-sourcing and fiscal management in order to deliver certain basic services, including health, agriculture, social welfare, and aspects of environment and natural resources, among other things;

WHEREAS, October 2001 marks the 10% Anniversary of the Local Government Code and which set off the process of reinventing and redefining the course of local governance in the Philippines;

WHEREAS, there is a need to mark this milestone in local autonomy with an annual commemoration of the signing into law of the ‘Local Government Code as the nation continues its journey towards full autonomy of local government units;

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby declare the month of October 2001 and October every year thereafter as “LOCAL GOVERNMENT MONTH” in commemoration of the enactment of the Local Government Code of 1991 and as a special occasion for local government units to celebrate the fruits of local autonomy.
