WIBREAS, there is indisputable evidei.ce of a considernble rise in gecident occurrence covery year not only in industrisl, cornnereial ad agricultural enterprises, but especially on the highways, in schools and even in our hones, ost of which are unrecorded;

WHEREAS, these accidents not only cause heavy financial losses and consequent econonie disloertion anong those affected and to our country at large, but also ianensursble hunan suffering; and

WiREAS, there is now, nore than ever as a pert of our national developnent, an ispelling and constant necd for propagating safety consciousness ations our peovle everydsy of the year ss 2 positive preventive approach to © problem t!at can be solved by nore caution, vigilsnce, sobriety, exercise of colon sense and respect for the law.

NOW, THEREFORE, I, FERDINAID E. MARCOS, President of the Philiptines, procloin the year nineteen lin-dred and sixty-seven and every year thereafter, as SAPETY AWD =CCIDENT PREVEV TION YEAR, each sonth of the year to be devoted to a particular aspect of safety and accident prevention in various fields as follows:
