FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hel-eby declare, upon the recommendation of the Chainnan, National Disaster Coo,rdinating Council, a state of public calamity in the coastal areas of the provinces of Samar, Leyte and Biliran, and in the cities of Tacloban, Ormoc, Calbayog and Catbalogan, which are affected by the red tide toxins.
