BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 1186 DECLARING THE FIRST WEEK OF DECEMBER 2006 AS THE “NATIONAL REGISTRATION WEEK FOR THE FIRST TIME VOTERS”

WHEREAS, the State recognizes the role of the youth in nation-building and the need to uphold and protect the rights of the Filipina youth;

WHEREAS, the youth's right to suffrage should be given full opportunity to be exercised as the youth comprises a considerabie part of our population;

WHEREAS, the (Commission on Eiections (COMELEC) received a reauest From twa (2) youth organizations, the Center for Youth Advocacy and the First Time Voter Project, to declare the first week of December 2006 as the National Registration Week for the First Time Voters,

NOW, THEREFOR E, I, GLORIA MACAPAGAL-ARROYO, President of the Republic uf the Philippines, by virtue of the powers vested in me by law, da hereby declare the first week of December 2006 as the “National Registration Week for the First Time Voters”,

All Filipina. youta whe will be eighteen (18) years old on or before May 2007 are hereby enjair ied to register,

The COMELEC, all government agencies, non-government orgariizations, mass media, sectoral groups and individuals are also enjoined ta conduct

information campaign to encourage the youth to regist#r, oserve and mark this week.
