WHEREAS, '.lder Presidential Decree No. 1643 dated October i 1, 1979, the ?hn}ppie National Red Cross is the duly constituted voluntary orgaization officially designated to assist the Republic of the Philippies in disharging the obligations set forth in the Geneva Col'1ventions and t.:) peJ.form such other duties as are incumbent upon a National Red Cross Society; Q WHEREAS}', in the 39 years of its existence as a National Red Cross Society, the Philippine National Red Cross has proved itself as an effective auxilla1-Y to the government in the field of relief, health and welfare; WHEREAS. the aforesaid Decree directs that the Philippine National Red Cross shall be fina:::r:ced primarily by constributiol1S obtained through solicitation campaigns throughout the year; NOW, THEREFORE, I, CORAZON C. AQUINO President of , the Philippines. by virtue of the powers vested in me by law, do hereby authorize the natiol1',vide membelship and fund campaign of the Philippine National Red Cross for the year 1986 and evely year thereafter. I hereby enjoin all citizens and residents of the Philippines. ir11espective of nationality or creed. to give generollsly and participate in this humanitarian endeavor. All national and local officials are hereby alltho:-ized to accept fund raisi9 g .'lesponsibilities and take the initiative and assume active leadership; d1~ the Red Cross membership a~d fund campaign in their1 .. respective; communities.
