Both areas shall be under the administrative jurisdiction of the Department of Environment and Natural Resources (DENR) and shall be f managed in accordance with the provisions of Republic Act No. 7586, otherwise .known as th "National Integrated 'Protected Areas System (NIPAS) Act of 1992". -, J Any valid contracts, permits for the extraction or utilization of natural resources already existing prior to this Proclamation shall, subject to national interest and to te existing laws, rules and regulations, be respected. Likewise, :-.I'~ ~ ( 5 this proclamation shall be subject to existing private rights, including those lands already classified as alienable and disposable.
