BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO, 1350

EXCLUDING FROM THE COVERAGE OF PROCLAMATION NO. 100, SERIES OF 1936, WHICH ESTABLISHED THE CAMP MELCHOR DELA CRUZ MILITARY RESERVATION LOCATED IN BARANGAY UPI, MUNICIPALITY OF GAMU, PROVINCE OF ISABELA, ISLAND OF LUZON, A CERTAIN PORTION OF THE LAND EMBRACED THEREIN AND DECLARING THE SAME OPEN FOR DISPOSITION FOR AFP OFF BASE HOUSING PURPOSES

Upon recommendation of the Secretary of Environment and Natural Resources ari by virluie af the powers vested In me by law, I, GLORTA MACAPAGAL ARROYO, President of the Republic of the Philippines, do hereby exclude from the operation of Proclamation No. 100, Series of 1936, which established the Camp Melchor dela Cri Military Reservation located in Barangay’ |p, Municipality of Gamu, Provinces of Isabela, Island of Luzon, a certain portion of the lanel embraced therein and declaring the same for AFP Off Base housing purposes, subject

The area herein reserved shall he divided into byo equal parts for disposition as follawe:

L Tlie first part shall be open for alienation and disposition jn accordance with the provisions oF Republic Act No, 274 in relation to the provisions of Commonwealth Act 141 known as the Public Land Act; and

i The second part shall be disposed through usufruct for @ period of bwenty- five (25) years renewable for another twenty-five (25) years. The management and adininistration of which shall be under the Department of National Defense-Armed Forres of the Philippines (DND-AFP) pursuant to pertinent provisions of the Chyil Code of the Philippines and other existing applicable laws, rules and requlations.

Such parl or parts of the area herein declared as AFP Off Base Housing Site, which are being used or earmarked for public or quasi-publle purposes shall be excluded from suct disposition. Except in favor of the Government or any of its branches or agencies, all lands disposed of pursuant ta this proclamation shall not be sybject to alienation and encumbrance for a period of ten (10) Years from the issuance of the tHe, in case of sale or exectition of contract in case of usufiict, nor shall they become liable to the satisfaction nf any debt contracted prior ta the @xpiration af the said periods bul the improvements on the lane may be mortgaged (9 qualified persons, associations, partnerships or corporations.

\ Committee composed uf representatives from the OND-AFP is hereby created to ensure efficient inanagentent and administration nf |he program.
