BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 137

EXCLUDING FROM THs OPERATION U# PROCLAMATION NO. 1826, WIICH ESTABLISHED THE NATIONAL GOVERNMENT CENTER SITE AT QUEZON CITY, A CERTAIN PORTION OF LAND EMBRACED THEREIN AND DECLARING THE SAME OPEN FOR DISPOSITION UNDER THE PROVISIONS OF ACT NO. 3038 IN RELATION Tu THE PROVISIONS OF THE PUBLIC LAND ACT, AS AMENDED.

Upon the recommendations of the Secretary of Environment and Natural Resources and the National Government Center Development Committee, and by virtue of the powers vested in me by law, I, CORAZON C. AQUINO, President of the Philippines, do hereby exclude from the operation of Proclamation No. 1826, which established the National Government Center site located at yuezon City, certain portions of the land embraced therein (subject to actual survey) and declare the same open for dis- position in accordance with Act No. 4038 in relation to the provisions of the Public Land Act, as amended, to the bona fide residents thereat as of February 25, 1986, which portion is more particularly described as follows:

A PARCEL OF LAND covering a portion of SWO-04-000494 situated west of Common- wealth Avenue, bounded on the E., by Peis nit Avenue, on the SW., by Don

Any provision of law to the contrary notwithstanding, disposition of lots under this Proclamation covering the titled portion of the reservation shall be exempt from the public bidding requirement under Act No. 4038 and shall be disposed of by direct sale to the bona fide resicents therein as of February 25, 1986, in the manner and condi- tions prescribed under Republic Act No. 730.

Such part or parts of the area herein declared open to disposition under the provisions of Act No. 3038 in

relation to the provision of the Public Lana Act, as amended, which are being used or earmarked for public

or quasi-public purposes shall be excluded from such disposition.
