WYEREAS, the ravages and destruction wrought by the war in the Philippines have left the Pilipino people in

‘re need of relief and assistance in the form of food, clothing, housebuilding and sanitary-construction materials, and medical, surgical and other supplies; and

WHERHAS, the United Nations Relief and Rehabilitation

Administration is willing and ready to send said supplies the Philippines and, as a matter of fact, has already
