' """' MALACANANG IL/) ..O~~ Man'ita BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 1400 DECLARING THE MONTH OF FEBRUARY OF EVERY YEAR AS THE "NATIONAL HEALTH INSURANCE MONTH" WHEREAS, on February 14, 1995, Republic Act No. 7875, otherwise known as the National Health Insurance Act was signed into law, marking a significant milestone in the efforts of the Philippine government to institute a mechanism for providing social health insurance to the Filipino people; WHEREAS, PhilHealth is now set to fulfill its mandate of universal social health insurance with its coverage of the employed in the government and private sectors, the poor, the informal sector, overseas workers and retirees; WHEREAS, it IS in the national interest to stimulate public awareness on the issues involving social health insurance and to encourage each of its partners in taking on its role to ensure the success of the NHI program; WHEREAS, there is a need to further highlight the role .of PhilHealth in the national objectives for health; WHEREAS, the programs initiated to mark the celebration of the milestones achieved by PhilHealth in the realization of its mandate and its role in national development, will be most effectively implemented in one-month period dedicated for these activities. NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the povvers vested in me by law, do hereby declare the month of February of every year as the National Health Insurance Month. All departments, agencies, and instrumentalities of the national government, local government units, government-owned and controlled corporatios, government financing institutions, as well as the mass media and the entire citizenry are hereby enjoined to extend their whole-hearted support IIIIIIIIIIIIIIIIIIIIIIIIIIIIIIII .
