MALACANANG Manila MFtJ 3'1 S' BY THE PRESIDENT OF THE PH1LIPPINES PROCLAMATION NO. 141 DECLARING THE EXISTENCE OF A STATE OF CALAMITY IN THE PRO- VINCE OF SOUTHERN LEYTE WHEREAS, continuous heavy rains flooded and overflowed the river banks affecting ten (10) municipalities in thearea: WHEREAS, to facilitate the normalization of conditions in the flood-stricken areas, the National pisaster Coordinat- ing Council recommends the declaration of a state of calamity in the Province of Sou thern Leytei NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested in me by law, do hereby declare the existence of a state of calamity in the Province of Southern Leyte.
