CREATING AND DESIGNATING A BUILDING TO BE KNOWN AS ONE SAN PARQ WHICH SHALL STAND ON A CERTAIN PARCEL OF LAND LOCATED AT SAN ANTONIO PARK SQUARE, LACSON STREET, MANDALAGAN, BACOLOD CITY, NEGROS OCCIDENTAL, AS AN INFORMATION TECHNOLOGY CENTER PURSUANT TO REPUBLIC ACT NO. 7916 AS AMENDED BY REPUBLIC ACT NO. 8748
