CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION

Pursuant to the powers vested in me by the Constitution, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby call the Congress of the Philippines to a Special Session from March 19 to 21, 2001 to urgently consider the passage of vital legislative measures to allow the registration of voters who will reach the age of eighteen (18) years on or before May 14, 2001 and those who are qualified but are not registered in the list of voters.
