BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 1519

CREATING A PRESIDENTIAL AWARD OF EXCELLENCE IN RECOGNITION OF THE CONSISTENT EXCELLENT PERFORMANCE OF PRIVATE EMPLOYMENT AND MANNING AGENCIES FOR OVERSEAS EMPLOYMENT IN PROVIDING DECENT AND REMUNERATIVE EMPLOYMENT TO OVERSEAS FILIPINO WORKERS

WHEREAS, the Rules and Regulations for Overseas Employment promulgated by the Philippine Overseas Employment Administration provides for a system of Agency Performance Awards which institutionallzed a system of recognition for the excellent performance of private employment and manning agencies;

WHEREAS, the Agency Performance Awards provides a mechanism to evaluate the performance of private employment and manning agencies and to recognize their exemplary accomplishments and valuable contributions to the overseas employment program;

WHEREAS, the Department of Labor and Employment, through the Philippine Overseas Employment Administration, has been conducting the evaluation of the performance of licensed private employment and manning agencies for more than two decades;

WHEREAS, there are licensed private employment and manning agencies that have consistently performed with a high level of excellence over the years, thus, necessitating a Presidential Award of Excellence in recognition of their contribution in providing cecent and remunerative employment to Overseas Filipino Workers.

NOW THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of tne Republic of the Philippines, by virtue of the powers vested in me by law, do hereby create a Presidential Award of Excellence to recognize the consistent excellent performance of private employment and manning agencies licensed by the Department of Labor and Employment through the Philippine Overseas Employment Administration in providing decent and remunerative employment to Overseas Filipino Workers.

For this purpose, the POEA Governing Board shall prescribe the rules to guide its deliberations in the choice of the recipients of the Presidential Award of Excellence.
