DECLARING THE DUMANQUILAS BAY SITUATED IN THE MUNICIPALITIES OF MALANGAS, BUUG, KUMALARANG, LAPUYAN, MARGOSATUBIG, AND VENCENSO SAGUN, PROVINCE OF ZAMBOANGA DEL SUR AS PROTECTED AREA AND ITS PERIPHERAL AREAS AS BUFFER ZONE PURSUANT TO REPUBLIC ACT NO. 7586 (NIPAS ACT OF 1992), AND SHALL BE KNOWN AS DUMANQUILAS BAY PROTECTED LANDSCAPE AND SEASCAPE

Upon recommendation of the Secretary of Environment and Natural Resources, and pursuant to the powers vested upon me by law, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, do hereby set aside and declare Dumanquilas Bay situated in the Municipalities of Malangas, Buug, Kumalarang, Lapuyan, Margosatubig and Vencenso Sagun, Province of Zamboanga del Sur as Protected Area under the category of Protected Landscape and Seascape and its peripheral areas as Buffer Zone, subject to private rights and without prejudice to the rights of the indigenous peoples as provided for in R.A. No. 8371, DENR Administrative Order No. 93-02 and other related rules and regulations, if any there be, as described in the DENR NIPAS Map No. R9-10.

The Dumanquilas Bay Protected Landscape and Seascape beginning at a point marked “1 on the map being S 36° 46" W at 21,201.14 meters from BLLM No. “1” – PLS-734;

Thence	following the Shoreline Bay South East, West, North East, West Direction to the Mouth of Shoreline Bay and Creek near Mangrove Area	19,105 meters	to point 2;
Thence	following Shoreline Bay South Easterly Direction to the Junction of Creek near Mangrove Area	1,460 meters	to point 3;
Thence	following Shoreline Bay South Easterly Direction to the Junction of Creek near Mangrove Area	1,460 meters	to point 3;
Thence	following Shoreline Bay South Easterly Direction to the Mouth of Creek near the edge of Mangrove and Upland	948 meters	to point 4;
Thence	following Shoreline Bay South East and Westly Direction to Junction of Creek	4,220 meters	to point 5;
Thence	following Shoreline Bay South West and Northwest Direction to the Mouth of Margosatubig River	1,730 meters	to point 6;
Thence	following Shoreline Bay Northwest and Southwest Direction	3,190 meters	to point 7;

Thence	following Shoreline Bay Southeast to the Junction of Creek	2,760 meters	to point 11;
Thence	following Shoreline Bay Southwest	6,930 meters	to point 12;
Thence	North 69° 37" West	19,066.20 meters	to point 13;

point of beginning containing an area of TWENTY FIVE THOUSAND NINE HUNDRED FORTY EIGHT (25,948.00) HECTARES, subject to actual ground survey.

The Buffer Zone begins at a point marked “1” on the map which is identical to corner No. 13 of Dumanquilas Bay Protected Landscape and Seascape:

the point of beginning. Containing an approximate area of THREE THOUSAND SEVEN HUNDRED FOURTEEN AND 98/100 (3,714.98) HECTARES, subject to actual ground survey.

It shall be under the administrative jurisdiction of the Department of Environment and Natural Resources (DENR), and shall be administered in accordance with the provisions of Republic Act No. 7586, otherwise known as the NIPAS Act of 1992, and its implementing rules and regulations.
