MALAcANaN PALAoE, MANILA BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 159 DECLARING YEAR 2011 AS THE LAUNCHING YEAR OF THE PHILIPPINE DECADE oF AcrloN FoR ROAD SAFETY: 2011-2020 tN suppoRT oF THE GLOBAL LAUNCH OF "THE DECADE OF ACTION FOR ROAD SAFETY: 2011-2020" ON 11 MAy 2011 WHEREAS, road crashes continue to be one of the leading causes of the alarming number of deaths, physical injuries and debilitating scars and disabilities, worldwide; WHEREAS, the Government recognizes that high incidence of road crashes and alarming number of traffic accidents are. a major public health concern and have, thus, a broad range of social and econornic consequences which, if unaddressed, may affect the sustainable development of the Philippines; WHEREAS, the United Nations General Assembly, ,in its Resolution NResl64l255, dated 02 March 2010, proclaimed the period 2011 to 2020 as the "Decade of Action For Road Safety" with the goal to stabilize and then reduce traffic fatalities around the world by increasing activities conducted at national, regional and global levels; WHEREAS, the Philippines is in full accord with the objective of the Decade of Action for Road Safety and fully supports its goal by formulating its own Philippine Road Safety Action Plan 2011-2020 that embodies the programs, activities and projects the government, business and civil society will undertake, individually and collectively, during the Decade to promote road safety in the country and to contribute to the improvement of road safety in the world; WHEREAS, the Wor:ld Health Organization (WHO) and the United Nations Road Safety Collaboration (UNRSC) are spearheading the worldwide launching of the Decade of Action on 11 May 2011 with nations across the world simultaneously and/or successively holding their respective programs appropriate for the occasion; and WHEREAS, in support of the global launching, we will launch the Decade of Action for Road Safety 2011-2020 on 11 May 2011 with the release of the Philippine Road Safety Action PIan 2011-2020. NOW, THEREFORE, l, BENIGNO S.
