DECLARING CERTAIN PORTIONS OF LAND SITUATED IN BARANGAYS MANGAN VACA, ANINGWAY-SACATIHAN, MUNICIPALITY OF SUBIC, PROVINCE OF ZAMBALES, AS MANGAN VACA WATERSHED FOREST RESERVE FOR PURPOSES OF PROTECTING, MAINTAINING OR IMPROVING ITS WATER YIELD AND PROVIDING RESTRAINING MECHANISM TO INAPPROPRIATE FOREST EXPLOITATION AND DISRUPTIVE LAND USE PRACTICES

Upon recommendation of the Secretary of Environment and Natural Resources and pursuant to the powers vested in me by law, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, do hereby establish as MANGAN VACA WATERSHED FOREST RESERVE, a parcel of land situated at Barangays’ Mangan Vaca, Aningway-Sacatihan, Municipality of Subic, Province of Zambales, and to withdraw from entry, sale, disposition or settlement subject to prior private rights if any there be, for purposes of protecting, maintaining or improving its water yield and providing a restraining mechanism to inappropriate forest exploitation and disruptive land use practices more particularly described in the Map as follows:

containing an area three hundred hectares (300.0 has) more or less. The foregoing technical description correspondingly modifies Proclamation No. 245, dated January 18, 1956, establishing the Southern Zambales Forest Reserve.”

The Watershed Reservation shall be under the administration and management of the Department of Environment and Natural Resources (DENR) in coordination with the Local Government of Subic, the Subic Water District and other stakeholders with the objective of maintaining the area as source of water for domestic and other uses. The production and conservation of water being of primary importance, all other uses of the forest shall be subordinated to that purpose. The Organized Watershed Management Council shall serve as the policy making body in the management of said Watershed whose membership may be expanded to include representatives of major stakeholders.
