BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 166

DECLARING THURSDAY, MARCH 21, 2002, AS A SPECIAL NON-

WORKING DAY IN’ THE CITY OF VICTORIAS, NEGROS OCCIDENTAL

WHEREAS, Thursday, March 21, 2002, marks the 4 Charter Day Anniversary of the City of Victorias into a component city of Negros Occidental;

WHEREAS, it is fitting and proper that the people of the City of Victorias be given full opportunity to celebrate this milestone in their city’s history with appropriate ceremonies;

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me in Book I, Chapter 7, Section 27, of the Administrative Code of 1987, do hereby declare Thursday, March 21, 2002, as a special non-working day in the City of Victorias.
