/' MALACANANG-- MANILA tit r~ f.( 1 PROCLAMATION NO. 167 DECLARING EXPORT DEVELOPMENT AS THE KEY TO PHILIPPINE BALANCED AGRI -INDUSTRIAL ECONOMIC GROWrH TO 'rHE 'EAR 2000 WHEREAS, as the nation aspires to attain the status of a Newly Industrializing Country (NIC) by the year 2000, it is imperative to provide a policy climate that will fostereconomic growth based on global competitiveness and peopleempowerment; WlIEREAS, the economy should grow rapidly to employment and boost the J.ncome levels of thepeople; generate Filipino WHEREAS, a multi-sectoral ( 2 2 1993_~ nar.~ ~2..,~~'t.b' T2-r - ANTONIO T. CARPIO Chief Presidential Legal Counsel 1111111111111111111111111111111111111 PMS LIBRARY BCODEOO7179 .".onsensus has emerged that transforming the Philippines into a major exporting nation will be the key to sustainable and balanced agri-industrial economic growth; WHEREAS, structural reforms to prime the economy are being put in place by the <Jovernment as embodied in the Philippines 2000 program, but these reforms must be accelerated and.. directed towards increasing the international competitiveness of Philippine products and services in the world market in order to accelerate exportgrowth; WHEREAS, all agencies of the Executive Branch should align their activities to support a total export drive for agricultural and industrial productivity, streamline procedures that impede the expor1: process, and initiate new programs to enhance the nation's export performance; WHEREAS, the Exelcuti ve Branch is working with the Legislative Branch on the passagE of laws that will promote export development; WHEREAS, the private sector should take the lead in the collective effort to promote export development by II exercising the virtues of di.scip.1ine and hard work as it confronts the challenge of winning in international markets; and .;.-
WHEREAS, only when the Filipino people move as one nation towards a common vision and subordinate their respective personal and' se<toral concerns in favor of national interests can the dream of attaining NIC status be realized by the end of the century. NOW, THEREFORE, I, FIDEL V.
