WHEREAS, a state of public calamity exists in these areas arising from the effects of the typhoon;

NOW, THEREFORE, I, CORAZON Cc. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby pro¢laim that a state of public calamity exists in the following areas in the country:

Region I - abra, Benguet, Mountain Province and — ek Pangasinan es

Region II - Cagayan, Kalinga-Apsyao, Isabela

Region III - Nueva Ecija, Bulacan

All Ministries and other governnent agencies concerned are hereby directed to implement and execute rescue, relief - and rehabilitation work in accordance with existing opera~ tional plans and the directive and order issued in conneetion with calamities.
