NOW, THEREFORE, I, RODRIGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare 17 January to 20 February of every year as James L. Gordon Month in the City of Olongapo, Province of Zambales, in commemoration of the achievements and contributions of Mr. Gordon to the City of
