Proclamation No. 174

CALLING THE NATIONAL ASSEMBLY INTO A SPECIAL SESSION COMMENCING AUGUST 28, 1937

Whereas, the election of provincial, city, and municipal officials was to take place on the first Tuesday of June, nineteen hundred and thirty-seven, in accordance with the provisions of section three hundred and ninety-three of Act Numbered Two thousand seven hundred and eleven, known as the Revised Administrative Code;

Whereas, by virtue of the provisions of Commonwealth Act Numbered One hundred and ninety-nine, approved on November eighteenth, nineteen hundred and thirty-six, the election of such officials, was postponed until the year nineteen hundred and thirty-eight, on a date to be fixed by the National Assembly;

Whereas, it is desirable that the election of provincial, city, and municipal officials be held as early as possible; and

Whereas, more than two-thirds of the members of the National Assembly are already in the City of Manila;

Now, therefore, I, Manuel L. Quezon, President of the Philippines, by virtue of the powers conferred upon me by the Constitution and by existing laws, hereby call the National Assembly into a. special session for a period of seven days only commencing Saturday, the twenty-eighth instant, at ten o’clock in the forenoon, for the purpose of considering the enactment of a law providing for the election of provincial, city, and municipal officials, and such other matters as may be submitted by the President of the Philippines to the National Assembly.

In witness whereof, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.
