CREATING AND DESIGNATING CREATIVO LT, CENTER A BUILDING WHICH SHALL STAND ON A PARCEL OF LAND LOCATED AT MINDANAO AVENUE, CEBU BUSINESS PARK, CEBU CITY, AS AN INFORMATION TECHNOLOGY CENTER PURSUANT TO REPUBLIC ACT NO. 7916 AS AMENDED BY REPUBLIC ACT NO. 8748
