PROCLAMATION NO. 176

DeCLARING THe MONTH Gi NOVEMBER 1987 AS NATIONAL SUSLTER MONTH

WHEREAS, the United Nations has declared 1987 as International tear of Shelter for the Homeless (IYSH) uncer Resolution No. 37/221, dated 20 December T382., of its General Assembly;

WHEREAS, the objective of the IYSH is to improve the shelter and neighborhood of the poor and the dis- advantaged and to demonstrate ways and means of acniéving sich improvements particularly in developing countries; 7

WHEHEAS, it is the policy of the national govern— ment to focus its National Shelter Program to the urgent need for housing and related services of the poor anc the disadvantaged, which policy is in con- Sonance with the objectives of the International Year of shelter for the Homeless;

WHEREAS, under Executive Order No. 90, dated 17 December 1986, the National Housing Authority is mandated, as the sole government agency engaged in direct shelter production, to concentrate its efforts in providins for the poor; and

WHEREAS, there is a continuing need to call attention to the preblems of the homeless poor and echo the ¢cncern of the United Nations for then;

NOW, THEREFORE, I, CORAZON C. AQUING, President or the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period November 1-30, 1937, as National Shelter Month under the ausnices of the National Housinr Authority

and such other organizations particularly of the private Sector which are participating in the national effort to respond to the needs of the poor.
