ACCORDING TO TEODULO MASANGA TOPACTO, JR., PUD, THE RANK AND TITLE OF NATIONAL SCIENTIST

WHEREAS, the 1987 Constitution of the Reputis of the Philippines suetes that @ is a declited policy of the State to give priority to Science and Technology;

NOW, THEREFORE, 1, GLORIA MACAPAGAL-ARROYO, President of the Repubiic Pialippines, by virter of the power: vested in me by the Constitution and cdsting laws, upon the recommendation of the National Acaderny of Science and Technology and the Department of Science and Technology, and pursuant to Presidential Decree No. 1003-A, dated December |6, 1976, in refation 1 Section 33, Chapter 6, Tite XVIIt, Book IV of Executive Order No. 292, otherwise known as the “Adniinistraiive Code uf 1087", do hereby eccord to Acsdemicun Teodulo Masangs Topecio, Jr., Ph.D.. the rank anul title of National Setentlat, with the privileges and erqulaments sttached there
