DECLARING THURSDAY, NOVEMBER 16, 1978, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF ILOCOS SUR

WHEREAS, Thursday, November 16, 1978, marks the eighty-eighth anniversary of the late President Elpidio Quirino one of our greatest leaders and statesmen;

WHEREAS, the people of Ilocos Sur, the province of his birth should be given full opportunity to celebrate his birthday with appropriate ceremonies;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Thursday, November 16, 1978, as a special public holiday in the Province of Ilocos Sur.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 11th day of November, in the year of Our Lord, Nineteen hundred and seventy-eight.
