WHEREAS, due to heavy damage to crops, livestock and property wrought by typhoon "Penang", the existence of a state of public calamity in the Prevince of Cagayan was deciared uncer Proclamation No. 1/5 dated October 27, 1987, anc the same was expanded to include the Provinces of Abra, Benguet, Ifugao, Kalinga Apayao, and Mt. Province, including Baguio city, all within the Cordillera Administra- tive Region, under Proclamation Mo. 178 dated October 30, 1987; and

WHERRAS, the Provinces of [locos Sur, Ilocos Norte, Isabela, Nueva Vizcaya, La Union and Batanes have also suffered damage to crops, livestock and vrenerties caused by the sate typhoon "Pepang"', which likewise necessitates the declaration of a state of public calamity in said provinces.

NOW, THETEFORE, I, CORAZON C. AQUINO, President of tre Philippines, by virtue of the powers vested in me by law, do hereby vroclaim that a state of public calamity exists in the following areas in Northern Iuzon; Ilocos sur, Ilocos Norte, Isabela, Nueva Vizcaya, La Union and Ratanes.

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and the directive and order issued in connection with calamities,

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
