BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 1884

CREATING AND DESIGNATING A BUILDING WHICH STANDS ON A PARCEL OF LAND LOCATED AT 418 ARAYAT STREET CORNER LIBERTAD STREET, MANDALUYONG CITY, AS AN INFORMATION TECHNOLOGY CENTER PURSUANT YO REPUBLIC ACT NO. 7916 AS AMENDED BY REPUBLIC ACT NO. 8748

Pursuant to the powers vested in me under Republic Act No. 7916, otherwise known as Special Economic Zone Act of 1995 as amended by Republic Act No. 8748 and upon the recommendation of the Board of Directors of the Pnilippine Economic Zone Authority, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby created and designate, subject to the provisions of Republic Act No. 7916 as amended, its Implementing Rules and Regulations, Board Resolution No. 00-411 dated 29 December 2000 and Resolution No. 08-238 dated 28 April 2008, as amended by Resolution No. 08- 670 dated 12 December 2008, of the Board of Directors of the Philippine Economic Zone Authority, the ePLDT Ventus Lidertad Building as Information Technology Center located at 418 Arayat Street corner Libertad Street, Mandaluyong City, which was constructed on a parcel of land of the private domain with an area of Three Thousand Eighty Two (3,082) Square Meters, more or less, as defined by the following technical description:

A parcel of land (Lot 1-A of the subdivision plan (LRA) Psd-383995

approved as a non-subdivision project, being a portion of Lot 1, Block 346, Psd-3188 L.R.C. Record No. 875,699,917), situated in the Barrio of,

Municipality of Mandaluyong City, Province of Metro Manila, Island of Luzon.

Bounded on the NE., points 5 to 6 oy Lot 2, Block 346, Psd-3188: on the St., points 6 to 1 by Lot 1-8 of the subdivision plan; on the SW., points 1

to 2 by Arayat Street: and on the N., and NW., points 2 to 5 by Libertad Street.

Beginning at a point marked ‘1’ on plan, being S. 67 deg. 29'E., 2165.52 m. from BLLM No. 1, San Felipe Neri,
