MALACANANG RESIDENCE OF THE PRESIDENT OF THE PHILIPPINES MANILA BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION No. 19' DECLARING THE PERIOD FROM MAY 6 TO 12, 1962, AS "NATIONAL 4-H CLUB WEEK WHEREAS, the 4-H Club, an organization of young boys and girls from the rural areas who pledge 'their heads . to clearer thinking, their hearts to greater loyalty, their hands to larger service, and their health to better living for their club, community, and country, has been found to be one of the major forces in improving the standard of living in the rural areas; WHEREAS, through this organization more than 120,900 boys and girls in and out of school have been developed into more useful young citizens and future leaders, there by minimizing. juvenile delinquency; WHEREAS, the organization has contributed to the dev- elopment of native industries and farm and home skills thi:ough its project work in addition to increasing food production and bolstering rural income by millions of pesos; WHEREAS, through the 4-fL Club young people have learned to make wise use of their time and have realized the value of team work and cooperation, two important factors in making- the rural areas a better place in which . to live; . . WHEREAS, 14,000 volunteer adult leaders who serve with out pay devote their spare time and pour in their talents ...... to develop among 'the youth essential leadership, useful citizenship, good character, and responsibility; and WHEREAS, this organization has fostered international friendship and good will by means of exchanges 'with the United States and East Asian countries; Now, THEREFORE, I, Diosdado Ma,capagal, President of . the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from May 6 to 12; 1962, ,as National 4-H Club Week and designate the Bureau of Agricutural Extension to take charge of and coordinate all activities in celebration of said week I call upon all 019892 our countrymen to turn their thoughts duxing th~ week the great service that this youth organiz:ation is doing for our country, both economically and socially, and to extend their cooperation and support to this movement. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
