BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 194

) i DECLARING EVERY FIFTH DAY OF DECEMBER AS ‘"INTERNATIONAL VOLUNTEER DAY FOR ECONOMIC AND SOCIAL DEVELOPMENT

IN THE PHILIPPINES"

WHEREAS, the United Nations General Assembly adopted resolution 40/212 of 17 December 1985 which invited all U.N. Member States to observe annually 5 December as International Volunteer Day for Economic and Social Dev- elopment, as well as urged them to take measures that would enhance awareness on the important contributions of volunteer service;

WHEREAS, under the 1987 Constitution of the Republic of the Philippines, it is the policy of the State to en- courage non-governmental, community-based, or sectoral organizations that promote the welfare of the nation;

WHEREAS, the Philippine Government recognizes the important contributions rendered by volunteers towards the betterment of the national quality of life of the Filipino;

WHEREAS, it is the aim of government to develop an appropriate awareness among all sectors of the Philippine society as regards the important social values of coop- erative sharing, selfless rendering of public service, and the spirit of volunteerism; and

WHEREAS, it is desirable that fitting encouragement be manifested by the national government to the spirit of volunteerism and to the national and international volunteer programs and activities being done in the Philippines with the end in view of encouraging more people from all walks of life to offer their services as volunteers;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare every fifth day of December as "International Volunteer Day for Economic and Social Development in the Philippines." For this purpose, the Department of Foreign Affairs shall serve as the national focal point for the commemoration of this event in the Philippines.
