PROCLAMATION NO. 194

DECLARING NOVEMBER 8 OF EVERY YEAR AS A SPECIAL (NON- WORKING) DAY IN THE PROVINCE OF AKLAN IN COMMEMORATION OF THE BIRTH ANNIVERSARY OF GODOFREDO P. RAMOS, THE “FATHER OF AKLAN”

WHEREAS, through the earnest efforts of former Congressman Godofredo P. Ramos of the Province of Aklan, Republic Act No. 1414 was passed creating a Province of Aklan separate from the Province of Capiz;

WHEREAS, Congressman Godofredo P. Ramos gave great honor to the Province of Aklan by serving the country as a Member of the House of Representatives where he acted as Chairman of the Committee on Foreign Affairs as well as the Committee on Ways and Means, among others;

WHEREAS, as a Member of the House of Representatives, Congressman Godofredo P. Ramos was consistently voted as one of the “TEN OUTSTANDING CONGRESSMEN” together with former President Diosdado P. Macapagal while they were still colleagues in the House of Representatives;

WHEREAS, Congressman Godofredo P. Ramos likewise served the country as a Justice of the Court of Appeals, Governor of Aklan, Delegate of the Constitutional Convention, and Delegate of the Philippines to various international conferences, such as, the United Nations to pursue the Philippine claim to Sabah, North Borneo, the Columbo Plan, and the International Inter- Parliamentary Union;

WHEREAS, on September 3, 2001, the Sangguniang Panlalawigan of the Province of Aklan passed a resolution recommending the declaration of November 8 of every year as an official non-working public holiday in the Province of Aklan in commemoration of the birth anniversary of Congressman Godofredo P. Ramos, the “Father of Aklan;”

WHEREAS, as a fitting tribute to the outstanding achievements of Congressman Godofredo P. Ramos and as an expression of deep gratitude for his contributions to the Province of Aklan and the country, November 8 of every year may be declared as a special (non-working) day in the Province of Aklan, without prejudice to public interest.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare November 8 of every year as a special (non- working) day in the Province of Aklan, in commemoration of the birth anniversary of Godofredo P. Ramos, the “Father of Aklan.”
