BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 1964

DECLARING FRIDAY, DECEMBER 18, 2009, AS SPECIAL (NON-WORKING) DAY IN THE CITY OF TACLOBAN

WHEREAS, Proclamation No. 1637, dated October 4, 2009, proclaimed the conversion -of the City of Tacloban into a highly-urbanized city, provided that its effectivity can only be attained upon ratification in a plebiscite by qualified voters therein;

WHEREAS, Friday, December 18, 2009, marks the 1% Anniversary of the conversion of the City of Tacloban into a highly-urbanized city;

WHEREAS, it is but fitting and proper that the people of the City of Tacloban be given full opportunity to celebrate the occasion with appropriate ceremonies;

NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by the . power of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Friday, December 18, 2009, as a special (non-working) day in the City of Tacloban.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
