AUTHORIZING THE YOUNG MEN'S CHRISTIAN ASSOCIATION OF MANILA TO CONDUCT A NATIONAL FUND CAMPAIGN PERIOD OF SIX (6) MONTHS (YMCA) FOR A WHEREAS, the YMCA of Manila is a non-stock and non-profit civic organization whose purposes include the promotion of understanding among peoples of all faiths to the end that the brotherhood of men under the Fatherhood of one Supreme Being may be fostered in an atmosphere of mutual respect and understanding; WHEREAS, the YMCA has pursued laudable programs of character- building and citizenship-training among the youth or our land; '1 ; " WHEREAS, with its continuous; training programs and the opportunities for leadership that it has given to many of its youth members over the years, the YMCA of Manila has exerted and continues to exert influence in the development of a responsible citizenry imbued with a deep sense of sol::ial consciousness; and .WHEREAS, its limited income resources cannot adequately cope with its present program thrusts for the development of the youth of our land to prepare them to beco~~iprt:>ductive citizens.'.1:1C;l't,) j, """ ....t" ¥, "j ,-,. ..'i f\ NOW, THEREFORE, I, FIDEL V.
