BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 1992

DECLARING THE POLYTECHNIC UNIVERSITY OF THE PHILIPPINES (PUP) — MABINI CAMPUS STA. MESA, MANILA A PERMANENT HOME OF THE MABINI SHRINE

WHEREAS, the Constitution of the Republic of the Philippines provides that “the State shall promote and popularize the nation’s historical and cultural

heritage”;

WHEREAS, the National Historical Institute (NHI) is the cultural agency mandated by law to preserve, conserve, protect and restore our national historical shrines, landmarks and sites;

WHEREAS, the Mabini Shrine located in Malacafang Park, Pandacan, Manila is one of the national shrines under the management of the NHI with the purpose to memorialize the noble deeds and ideals of national hero Apolinario

Mabini;

WHEREAS, the Mabini Shrine was relocated under the NHI Board Resolution No. 01, s. 2008 to the Polytechnic University of the Philippines. (PUP) Mabini Campus with concurrence of the PUP President Dante Guevarra in order to protect it from the flood control project of the Metro Manila Development

Authority (MMDA);

WHEREAS, the PUP-Mabini Campus is the fourth site of Mabini Shrine and its history of having been relocated to different sites can continue to serve as precedent for future transfer that may further diminish its historical and architectural authenticity and sanctity as a National Shrine;

WHEREAS, there is a need to protect and preserve the historical and ~ architectural value of the Mabini Shrine by securing its permanent home at the PUP Mabini Campus under the care of the Nationa! Historical Institute.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of tne Philippines, by virtue of the pcwers vested in me by law, do
