WHEREAS, there is urgent need to declare the existence of a state of calamity in said areas to ensure the implenentation of energency measures for the welfare and safety of the people therein. .GARRUCH, THEREFORE, I, FIDEL V. RAf:JDS, President of the Philippines, by virtue of the pcMers vested in me by law, do hereby declare a state of public calamity in the coastal areas of Bataan, Pampanga, Bulacan, Metro Manila and Cavite, including Cavite City, which are affected b¥ the red tide toxins. .All departme.nts and other goverm\ent agencies concerned 'are hereby directed to implerent and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calami ties.
