WHEREAS, Saturday, February 3, 2001, marks the 51st Foundation Day anniver- sary of the City of Cabanatuan:

WITEREAS, il is fitting that the people of the City of Cabanatuan be given full opportunity to celebrate this milestone in their city’s history with appropriate ceremonies.

NOW, THEREFORE, 1, GLORIA MACAPAGAL ARROYO, President of the Philippines, by virtue of the powers vested in me in Book I, Chapter 7. Section 27. of the Administrative Code of 1987, do hereby declare Saturday, February 3, 200], as a special day in the Cily of Cabanatuan,
