THE PRESIDENT OF THE PHILIPPINJ:S I\I[ANILA PROCLAMATION No. 20'i AUTHORIZING THE ELKSCEREF<:'.IJPl.LSY PROJ­ ECT, INC., TO CONDUCT A j\ATIONAL EDU­ CATIONAL AND FUND CAMPAIGN DURING THE PERIOD FROM MAY 1 Tn ,JUNE 30s 1964 WHEREAS, some 1,400 children are born yearly - in the Philippines afflicted 'with cerebral palsy, a condition which impairs and causes complete loss of muscular control, ren­ dering those afflicted unabl€ to take care of themselves; WHEREAS, cerebral-palsied children, given propei- the­ rapy and treatment, may be improved to such a. degree as - to relieve their parents and the community in general of the burden of attending to their needs, and may become valuable assets to the nation; WHEREAS, there exists a dearth of authoritative knowl­ edge and facilities concerning the nature and treatment of cerebral palsy; and WHEREAS,it is therefore evident that there is an urgent need for an intensive and extensive two-pronged cam­ paign to educate the people on various aspects of cere­ bral palsy with a view to minimizing, if not totally elim­ inating, its deleterious effects, and to raise funds for the operation and expansion of present facilities of the Elks. Cerebral Palsy clinics and the purchase of adequate me~ dicine and specialized equipment for the treatment of those afflcted with it; Now, THEREFORE, I, Diosdado Macapagal, President of the Philippines, by virtue of the authority vested in me by law, do hereby authorize the Elks Cerebral Palsy Porj­ ect, Inc., to conduct a national education:al and fund cam: paign during the period from May 1 to June 30, 1964. I call upon all citizens and residents of the Philippines, . irrespective of race and creed, to support the humarii:.. tarian campaign by giving genero\J.sly of their means to alleviate the miserable plight 'of these unfortunate indi-. viduals afflicted with cerebral palsy, I authorize govern­ ment officials and employees, including school authorities and teachers, to accept, for the Elks Cerebral Palsy Project, -Inc., fund-raising responsibilities _ and to give it active support and leadership in their respective com­ munities.
