‘CLARING THURSDAY, NOVEMBER 15, 1945, AS A SPECIAL PUBLIC HOLIDAY

WHEREAS, November 15, 1945 marks the tenth anniversary the establishment of the Commonwealth of the Philippines;

WHEREAS, it is fitting and proper that this event, which stitutes one of the most important milestones in their rugegle for freedom, should be celebrated by the people of e Philippines as marking their last step forward to na-~ onal sovereignty;

WHEREAS, it is desired that the officials and employees “the Government as well as the general public should have

me to celebrate this happy occasion and to ponder upon its gnificance;

NOW, THEREFORE, I, SERGIO OSMENA, President of the ilippines, pursuant to the provisions of Section thirty the Revised Administrative Code, do hereby declare Thurs- lay, November 15, 1945, as a special public holiday.
