DECLARING THE FIRST WEEK OF SEPTEMBER PHILIPPINE COUNCILORS WEEK OF EVERY YEAR AS WHEREAS, the Country's City and Municipal Councilors, numbering 18,000 nationwide, are the precursor of develop- ment programs in the local government level, through their legislative undertakings, and as policy makers for the im- plementation of the Local Government Code; WHEREAS, the City and Municipal Councilors are united under the aegis of their national organization, the Philip- pine Councilors League (PCL), which was organized in September 7, 1990; WHEREAS, the PCL desires to celebrate their founding anniversary with a week long activities, which will include the simultaneous tree planting, dental-medical mission and the giving of recognition to the country's outstanding farmers, teachers, policemen, and other civil servants; WHEREAS, there is a need to highlight the role of the country's local legislators as active participants in the governance OI local government units and in nation building as a whole; NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested in me by law, do hereby declare the first week of September of every year as "Philippine Councilors Week" under the auspices of the Philippine Councilors League.
