MALACANAN(;J Manila HFl) '/7 BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION No.214 DECLARING THE EXISTENCE OF A STATE OF COASTAL AREAS OF BATAAN, PAMPANGA, MANILA AND CAVITE CALAMITY IN THE BULACAN, METRO WHEREAS, the Secretary of National Defense as Chairmanof the National Disaster Coordinating Council recommends the existence of a state of calamity in the coastal areasof Bataan, Pampanga, Bulacan, Metro Manila, and Cavite due to the recurrence of Red Tide infestation in Manila Bay; WHEREAS, the latest laboratory analysis performed by the Bureau of Fisheries and Aquatic Resources (BFAR) onwater and shellfish samples from Manila Bay showed that the area is now heavily contaminated with the toxic red tideorganisms, particularly the coastal waters of EasternBataan. NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the existence of a state of calamity in the coastal areas of Bataan, Pampanga, Bulacan, Metro Manila and Cavite.
