l\iIALACANANG RESIDENCE OF THE PRESIDENT OF THE PHILIPPINES MANILA BY THE PRESIDENT 01" THE PHILIPPINES PROCLA~[ATION No. 221 DECLAR1NG 1'HE PERIOD FROM MAY 10-16. 1964, AS NATIONAL 4-H CLUB "'EEE: vVHEREAS, the 4-H Club, an organization of young boy~ and girls from the rural areas who pledge their heads to clearer thinking, their hearts to gl'eater loyalty, their hands to large]' service, and their health to better living for their dub, community, and countQ!, has been found to be one of the major forces in improving the standard of living in the rural areas; WHEREAS, through this organization more than 170,000 boys anel girls in and out of school have been developed into more u;-;efnl young citizens and future leaders, thereby minimizing j ll'eni12 delinquent)': WHEREAS, the organization has contributed to the dev­ elopment of native inclustrie~ and farm and home skills through its project work in addition to increasing food production and bolst.ering rural income; WHEREAS, through the 4-H Club ;,'Olll1g people have learned to make wii'\e use of their time and have l'ealized the value of team work and cooperation, two important factors in making the rural al'eas a better place in which to live; WHEREAS. 14,000 yolunteel' adult local leaders who serve without pay devote their spare time and pour in theil' talents to develop among the youth essential leadership, useful citizenship, good character, and responsibility; and WHEREAS, this organization has fostered international friendship and good will by means of exchanges with, other countries; Now, THEREFORE, 1, Diosdado Macapagal, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from May 10-16, 1946; as National 4-H Club \Veek and designate the Ag­ ricultural Productivity Commission to take charge of and coordillate all adivities in celebration of said \Veek. 1 call upon all,ouI ' countrymen to turn their thoughts during -------- -- the week to the great service that this youth organization is doing for our country and to extend their cooperation and support to this movement.
