POBLACION, CITY OF MUNTINLUP A, REGISTERED UNDER THE NAME OF THE COMMONWEALTH OF THE PHILIPPINES WITH TRANSFER CERTIFICATE OF TITLE NOS. 183326, 183327, 183328 AND 183329, CONTAINING AN AGGREGATE AREA OF 4,310,872 SQUARE METERS MORE OR LESS, AS SOCIALIZED HOUSING SITE FOR MUNTINLUP A INFORMAL SETTLER FAMILIES OCCUPYING DANGER AREAS Upon recommendation of the Secretary of Department of Environment and Natural Resources and by virtue of the powers vested in me by law, I, GLORIA MACAP AGAL-ARROYO, President of the Philippines, do hereby exclude the 500,000 square meters National Bilibid Prison (NBP) property situated in Poblacion, City of Muntinlupa, as Socialized Housing Site for Muntinlupa informal settler families living in danger areas, which portions of land are more particularly described as follows: Technical Description A parcel of land (Lot 3-A) being a portion of Lot 3 (LRC) PCS-3096, LRC (GLRO) Rec. 6137. Except in favor of the government or any of each branches or agencies, all lands disposed under this Proclamation shall not be subject to alien,ation and encumbrances for a term of ten (10) years from the issuance of the title in case of sale, or execution of contract in case of lease, nor shall they become liable to the satisfaction of any debt contracted prior to the expiration of said period; but the improvements on the land may be mortgaged to qualified persons, associations or corporations. - ~~~~." ¥"""W1f. .:;'" .'~~;r!:t~' 'GMA Outgoing N 13686 For purposes of formulating and adopting the implementing guidelines for the proper disposition of the said property, a Local Inter-Agency Committee (LIAC) is hereby created. The committee shall be chaired by the City Government of Muntinlupa and co-chaired by the HUDCC, with the following agencies and organization as members: 1. Department of Environment and Natural Resources 2. Presidential Commission for the Urban Poor 3. A representative from the federation of the people's organizations and/or a representative from a non-government organization The LIAC shall invite the concerned Office of the Congressional Representative to participate in its activities to further expedite the disposition program herein set out.
