rnF AJ h.r 1 - MALACANANG Manila BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO.235 DEC;t:.ARING MO~"lDAY, AUGUST 30, 1993, AS A SPECIAL DAY IN THE SECOND LEGISLATIVE DISTRICT OF AGUSAN DEL NORTE AND THE FIRST LEGISLATIVE DISTRICT OF CAPIZ WHEREAS, the House of Representatives in its ResolutionNo. 36, certified to the existence of vacancies in the House of Representatives, particularly in the Second District of the Province of Agusan del Norte and in the First District o£ the Province of Capiz and calling for a special elections to fill said vacancies; WHEREAS, the Commission on Elections in its Resolution No. 2606, dated July 29, 1993, scheduled the special elections in the Second Legislative District of Agusan del Norte and the First Legislative District of Capiz on August 30, 1993; WHEREAS, the people of the Second Legislative District of Agusan del Norte and the First Legislative District ofCapiz should be given full opportunity to exercise their right of suffrage; NOW, THEREFORE, I, FIDEL V.
